16-Rain Barrels Are Now Legal after May 11, 2010.
“Rainwater harvesting is now legal in the state of Utah, starting May 11 2010. Senate Bill 32 provides for the collection and use of precipitation without obtaining a water right.” Utah Division of Water Rights FAQ’s
“Storage is limited to one underground 2500 gallon container or two above ground 100 gallon containers. Collection and use are limited to the same parcel of land owned or leased by the rainwater collector.” Utah Division of Water Rights.
If you collect a little water, then the water monopolists will look the other way. If you collect a lot of rain water so your water bill really goes down, then the water monopolist will say your are taking their water.
Utah’s water cartel believes it owns the rain, the snow, the rivers, the creeks, the underground water, and the sewer effluent. Its their view that the general public owns no water at all. The purpose of this point of view is dollar driven. Water must run through a meter to generate water revenue which pays their salaries. Water that does not flow through a meter is a threat to the billing machine.
The State says rain barrels are ok, but there are technical details on amounts and type of storage units. If rain barrels did not effect the water departments bottom line, rain barrels would be ok.
Water monopolist are against rain barrels behind closed doors. Publicly water monopolists are for rain barrels for “water conservation”.
It makes no sense for non-profit, water conservation pushing water departments to oppose no-fee/no-permit water barrel legislation, but somehow 2009 Rain Barrel Legislation will be a “complex or complicated issue.”
Only water monopolist could make a rain barrel and a down spout into a complex issue.
Rain barrels save water, increase self-sufficiency, increase self-reliance, increase conservation, increase emergency preparedness but are illegal. Q: Why? A: Money. When self preservation like the rain barres are illegal, then the crony packed water task force, crony packed water board are clearly out of touch with the public good.
